III.  Application requirements

 

1. Roster:  Teams must submit a team roster with player’s names, date of birth. Roster size is limited to 18 players.

           

IV.  Player age and eligibility

1.  Age groups are U11-U15 both boys and girls.
2.  Players must meet age requirements per WSYSA rules.

 3.  Age groups are U-11 through U15.  Each age group will have a boys and girls division. Tournament rosters are limited to 20 players for each age group and gender.  All players must be registered with WSYSA

4.  Guest players from the team’s league roster (WSYSA) are limited to 5 players.

 

V.  Teams

 

            1. Home teams will be identified as the top team in the bracket.

            2. All teams must provide a dark and white uniquely numbered uniform for each player.  Home team will wear white. Final decision of color conflict will be the responsibility of the referee.

      3. Teams/coaches will respect the technical area per FIFA laws of the game.  The spirit of this respect will be maintained even in the event that the technical area is not marked.  No spectators shall be permitted to be behind the goal line.  Spectators will be a minimum of 4 meters from the touchline.

  

VI. Laws of the Game

 

            1. All matches must be played in accordance with FIFA Laws of the Game, except as specifically modified as follows in the tournament rules:

            2. Specific modifications to the tournament rules

            a. Match length: 30-minute halves.

            b. Substitution: Substitution time- A player may be substituted at any stoppage of play.  This is at the discretion of the referee.  The referee must call on players and players will enter the field at midfield only after the substituted player has left the field at midfield. Note: The referee may postpone a substitution request if the opponent has a quick restart i.e. Throw in or free kick. For this tournament the number of substitutions is not limited.

            c. Player Equipment-

                        i.  Shin guards- Age appropriate shin guards are required.

                        ii.  Cast- No hard casts are allowed.  Soft casts may be permitted with the permission of the referee.

 

VII.  Tournament and Match Schedules

2.      Tournament Format: All age groups will have Round Robin groups of 4 teams play followed by a final game.  Final game will be the high point teams in each division.  If the age and gender group only has one division, then the top two teams in the division will play in the finals.

3.      Match Schedules: Teams will be guaranteed 3 games and no more than 2 each day.

4.      Procedures for Determining a Winner:  All round robin games will not need a winner.  If there is a tie at the end of regulation in a final game, the game will be decided by kicks from the mark.

5.      Referees:  All referees will be FIFA certified and assigned through Seattle Soccer Referee Association.

6.      Match Delays, Suspension, Cancellations: Matches that are not playable due to weather or other situations will not be played if the delay is longer than 1 hour.  The decision of safety is the referees. Final game disposition is that of the tournament director.

7.      Refund Policy: 75% Refunds for withdrawal from the tournament will be given if the withdrawal is made via email to the Tournament Director 30 days prior to the tournament date.

VIII. Forfeits

8.      Teams must be at the field 30 minutes prior to game time to check in.

1.      Any team not fielding 7 players at game time will forfeit the game.

2.      7 Players are required to start play.

3.      Teams that forfeit any round robin games are not eligible for playoff games.

4.      Forfeited games will result in 0 points for the forfeiting team and 10 points for the opponents.

5.      The tournament director has the right to rearrange the schedule if possible with teams other than the forfeiting team to fill in the games if time permits.

a.                  Win 6 points

b.                  Tie 2 points

c.                  Shut out 1

d.                  Goal scored 1 for each goal, limited to 3 goals.

a.                  Points from games (most points)

b.                  Head to head competition

c.                  Goal differential

d.                  Goals scored

e.                  Goals allowed

f.                    Coin flip.

 

X.  Match and Score Reporting

2.      The Referee will submit the game score to the field marshal.  If the field marshal is not present the referee will forward the results and game sheet to the scores table.

3.      Cautions and ejections will be noted on game sheets and the referee will notify the disciplinary chair for disposition within one hour of the end of the match.

XI.  Protests & Disputes

 

1.      Protests must be submitted in writing to the Field Marshal or the scorer's table within 1 hour of the end of the match.  Protests will need the protest form filled out and a $30 fee that is refundable if the protest is upheld.

2.      Disputes for not referee decisions are the responsibility of the Tournament Director. The tournament Director may defer the decision to the Disciplinary committee if he/she sees fit.

3.      Disciplinary issues and protests will be heard from the Disciplinary committee. This consists of 1 disciplinary chair and 2 disciplinary officers.

4.      Review and Decisions of the disciplinary committee will be made within 1 hour of receipt of the submitted report.

5.      Judgment calls on the field by the referee are a fact of the game and are not subject to protest or appeal.  Judgment of the Disciplinary committee is final and cannot be appealed.

 

XIII.Conduct and Discipline:

1.       Team and Spectator Conduct:  Conduct by teams and spectators are expected to be positive and courteous.  The team’s coach is responsible for his team and their spectator’s conduct. 

2.      In the event that the referee needs to abandon the match due to misconduct, the offending team and their spectators will be disqualified from the tournament.

3.      General rules:

a.      No drugs or alcohol are permitted at any of the fields.

b.      No dogs are allowed at the fields.

c.      No smoking at any of the fields.

d.      No sunflower seeds or tobacco products at the fields.

4.      Ejections:  Any player or coach that is ejected from a game will not participate in a minimum of one more game.  The Disciplinary committee will determine if further penalty needs to be administered by review of the infraction(s).  Ejected coaches may be in the spectator area, but may not communicate with the team or referees.  Players may remain on the bench, but may not be in uniform.

5.      Accumulation of Yellow Cards: Any player or coach who receives 3 yellow cards in different games will be suspended for one match.

6.      Report of Disciplinary Action:

a.      For WSYSA registered teams, misconduct reports will be forwarded to the state office.

b.      For US Soccer registered teams, misconduct reports will be forwarded to the state office.

Game balls will be provided by FC Shoreline and comply with FIFA
